Speaking at Thursday’s Security Council meeting, Russian Ambassador Vasily Nebenzya argued that Resolution 2231 had expired on October 18, 2025, and rejected attempts to invoke the "snapback" mechanism, calling the proceedings over an expired agenda legally and procedurally unfounded.
China likewise said the Council’s consideration of the Iranian nuclear issue had been concluded and urged all sides to avoid escalation, stressing that Iran has the right to use nuclear energy for peaceful purposes.
The U.S. representative, however, disputed the Russian and Chinese position, arguing that their opposition to extending the sanctions-related mechanism was contrary to international rules.
