Iran’s Minister of Culture and Islamic Guidance:

Iran's Minister of Culture and Islamic Guidance Abbas Salehi has highlighted the central role of cognitive warfare in hybrid warfare, saying cognitive sciences and emerging technologies are its two main drivers.

Speaking at the 9th Conference on Cognitive Warfare, Salehi said modern warfare encompasses various dimensions, including military, economic, psychological, cultural and cyber domains. He added that cognitive warfare serves as the link connecting these different dimensions.

He said the battlefield has expanded beyond land, sea, air and cyberspace to include the human mind, where cognitive sciences and emerging technologies, particularly artificial intelligence, play a decisive role in shaping people’s perceptions and inclinations.

Salehi noted that the human mind has two dimensions: an explicit dimension related to awareness and thinking, and a hidden dimension encompassing thought processes, perception and the management of perception.

He said cognitive sciences provide a deeper understanding of the mind and its mechanisms, while emerging technologies, particularly artificial intelligence, have enhanced the ability to influence people’s perceptions and inclinations through data analysis, data mining and pattern prediction.

Emphasizing the need to strengthen cognitive defense in society, Salehi said the main objective is to achieve cognitive resilience, enabling society to identify, analyze and withstand cognitive attacks.
